I’m Louis C. Rizzo, Founder and Principal Consultant of Apex Corrosion & Construction Solutions. I founded Apex after more than 25 years in corrosion control, protective coatings, construction quality, and nuclear quality assurance. Apex provides owners, EPCs, contractors, utilities, and asset managers with independent technical expertise for complex, high-consequence projects.
My background includes project leadership, field engineering, construction management, and quality roles with Bechtel and Fluor on nuclear, power-generation, critical-infrastructure, and NASA programs. My experience extends across the United States, Southeast Asia, and the Middle East and includes specification development, corrosion surveys, failure analysis, repair procedures, quality oversight, corrective-action planning, and project closeout.
My qualifications include AMPP Senior Certified Coatings Inspector (CIP Level 3), No. 15732; AMPP Instructor and Peer Reviewer; AMPP Nuclear Coatings Inspection Specialty; AMPP Nuclear Power Plant Training for Coating Inspectors; and Level III qualification in accordance with ANSI N45.2.6 and ASME NQA-1 requirements for inspection, examination, and testing personnel. I have also been appointed to serve as Chair of ASTM International Subcommittee D33.12 on Tank Coatings and Linings, contributing technical leadership to the development and maintenance of industry standards for protective coating and lining systems.
Apex applies this experience to project planning, specification development, failure investigations, NQA-1 program support, Commercial-Grade Dedication (CGD), field problem resolution, project recovery, and independent quality oversight. Every assignment is approached with sound technical judgment, practical field experience, and defensible documentation.

MEET JON R. CAVALLO,

Jon R. Cavallo brings more than five decades of experience in corrosion engineering, protective coatings, nuclear coatings, surface preparation, materials engineering, quality, and project management. His career has included leadership and technical consulting roles supporting nuclear power facilities, industrial coating and lining projects, surface-preparation technologies, and complex corrosion-control programs.
Jon is a registered Professional Engineer and a Fellow of ASTM International. He served as Chairman of ASTM Committee D33 on Protective Coating and Lining Work for Power Generation Facilities from 2004 through 2010 and later served on the committee’s certification programs. His qualifications include NACE Certified Coating Inspector Level 3 with Nuclear and Bridge Endorsements, BIRNCS Senior Nuclear Coating Specialist, and NBR Certified Nuclear Coatings Engineer. He has also served as a lead instructor for the NACE Coating Inspector Program and as an examiner for the Malcolm Baldrige National Quality Program.
His professional background includes senior positions with UESI Nuclear Services, Emercon Services, Corrosion Control Consultants & Labs, S.G. Pinney & Associates, Metalweld, and Stone & Webster. His nuclear experience includes materials engineering and coating responsibilities associated with the Seabrook Nuclear Power Station, along with decades of consulting for nuclear and industrial clients.
Jon began his technical career in the United States Navy, serving in the Naval Nuclear Power Program and as a Vietnam veteran. He later earned a Bachelor of Science in Engineering Technology, graduating cum laude from Northeastern University, and completed advanced studies in cold-regions engineering, engineering project management, corrosion prevention, highway-bridge rehabilitation, finance, and value engineering.
At Apex CCS, Jon provides senior technical guidance in corrosion engineering, nuclear and industrial coating systems, surface preparation, specifications, inspection programs, failure investigations, coating qualification, and the resolution of complex technical problems. His depth of experience and long-standing involvement in industry standards give Apex clients access to engineering judgment developed across every level of the protective-coatings industry.
